Ghost synergy with AM and passive buffs

Ghost has a synergy with AM which increases her attack for each buff on Ghost by 15% her S3 converts all active cruelty buffs into passive buff and can stack up to 5. My question is, do these passive buff count towards that 15% or is it only the active buffs that count. Can anyone provide feedback?

They aren't converted in to "passive buffs". They are converted in passive cruelty's.
They are not buffs, so it shouldn't count towards her synergy

Thank you for clarifying that they don’t count. I didn’t think they were. How is cruelty not a buff though?

Cruelty itself is an ability.
Cruelty buff is a buff ( meaning, it's active. So it is not passive)
Passive Cruelty is a passive ability (meaning is not active, so it is not a buff).

I think I get it. Like Kabam has the ability to perform cruelty by not allowing ghost to achieve greater attack by making a buff not a buff LOL
