Class Catalyst Quest payout

I may have missed this in patch notes, but I have noticed a severe drop in class catalyst payout in the EQ Class quests.

I used to be able to pull at least 1 full catalyst (in addition to fragments) per full exploration of a mission. Now, I can go two weeks without getting a whole class catalyst. Just fragments.

What's the deal?

    What tier? 3 has always been hit or miss.

    All tiers. Even tier 3. I used to be able to pull a whole catalyst at least once in 2 weeks, let alone once after full exploration.

    I know there used to always be frags played as reward, but I felt whole catalyst used to be more frequent than they are now. A lot more.
