Bug w/ variant 2.3 boss?

I’m using nebula v. Variant 2.3 boss, stacking 5 charges to reduce ability accuracy to zero. Unfortunately, ultron drone is still placing fatigue (even without evading) after I’ve got 5 charges on nebula??

has to be 1 extra it has to be 6 shock charges before fully reducing these robots don't really know why but seeing others 6 for these are reducing it fully

That’s fine and all, except that, it’s totally inconsistent with the description of the champion and her mechanics. The ability is described very specifically, 20% ability accuracy reduction per shock charge. There should be no gray area here. It’s not like fighting with a black widow who is only ever going to partially reduce ability accuracy, but never to 100%. The game designers need to ensure that a champion functions as they describe.

I believe there is a node that increases the defender ability accuracy. Thats why you need an extra charge

Also, as far as placing fatigue without evading, if you read the champion's abilities, doesn't it say he can place fatigue? the evade-fatigue is the node, but he can place fatigue when getting hit I believe.
