Serious question to Kabam regarding an Anti-Cheat initiative? Is there one?

Hope this post cuts through the barrage of My acc has been banned...plz help!! posts, but I have a legitimate question to pose for the mods, that can hopefully get answered.
We've historically seen that Kabam will issue a game-wide, community-wide ban at certain intervals of the year, and that there is no real-time policing of players who cheat. My question or concern is, what's to stop someone who has been banned, for using a mod/hack to progress their account, to just do it again with a new account?
I know since this is only a mobile game, the anti-cheat system will not be (and possibly not even be able to match) as sophisticated as something like Valve or Punkbuster (from the PC gaming world), but how will Kabam be able to deal with the re-occurrence of cheating/modding/hacking going forward?
This question is more of, how will Kabam turn "OK, we've remedied a situation".....to "Prevention of it happening again".
My guess is, there can't realistically be one? Real-time anti-cheat isn't possible is my guess? Just would like to get some confirmation from Kabam on this.
Also, ARE there any plans in the future to help make the game a little harder to mod/hack? Or implement some sort of real-time detection with instant-ban capabilites?
