Mastery Recovery

I tried searching the forum for current info on this topic but finding none. I thought I would pose the question here in the Discussion forum.

Does anyone know if it is currently free to manipulate the mastery tree?

I was thinking of recovering my mastery points and reorganizing them to test out the best setup for my champs.
