Sabertooth passive charges

Doing a quest and as sabertooth can convert his furies into passive furies that persist between fights, how would you lose them? did a few fights got up to 11 furies, then started another fight and all of them were gone?
Or am I misunderstanding his persistant charges?

Consume a charge each fight to reactivate the furies, run out of charges and you won't activate them

And the number of charges you start with is a bit random

Sabretooth starts every quest with a random amount of persistent charges (between 3 and 6). At the start of every fight he consumes 1 persistent charge which allows him to start the fight reactivating the passive furies from his previous fight. You can convert up to 5 per fight. Once persistent charges are all consumed, you have to start over.
