Ultron 66% more iso?

I know ultron costs more to level but should he cost almost double? Costs me 2,200 to get 3/27 on a 2* ultron while I’m pretty sure a guy I just maxed out was like 1300 at high levels. The difference is so big, I feel the character bugged.
