How does Willpower work exactly?

I have been looking at my Masteries lately and figuring out a possible new strategy. I have Willpower, but I re-read the description. .07% health regen per second, but my champs are not regenerating that much. It's actually much less. Here is my example: 4* Wolverine 5/50 base health 13,227 When my Willpower kicks in I regen 53 health (this is without any of the Wolverine heal factor). By description this is what I should be getting:
13,227 X .7% = 92.589
13,227 X .6% = 79.662
13,277 X .5% = 66.662

I have it maxed out and am not getting anywhere near what I should be. Can someone please clarify this for me? Thanks

    Isn't it 2 ticks per second?

    When you are triggering a debuff effect ( even those that you start with IF you have open DE and LC) your will power depends on the enemy mastery set up because if he has despair 1/3 this 5% less regeneration for each de buff and if it is maxed you have a 15% less healing effect.. this is a good reason why your hearings from will power are reduced..
