I can't seem to work it out so I'm hoping someone knows.
Dr Voodoo's s2 is dependent on odd and even combos but as his s2 is 2 hits does it count the combo from the first hit of his s2 or the second which is the hit that actually deals the effect of the odd/even combo?

    It's based on your combo when you use the special. If you have 5 hits, then use a special, it's odd.

    If you're on an odd combo, then hit the button to spec, it's considered odd. Odd or even isn't determined by the hits within the spec.

    Posting once again in case you didn't get it the first 5 times: it depends on the combo count when you use the special. Therefore, if you hit special on an odd combo, the special is considered an odd-combo special
