Stark Enhanced & Morales Synergy NOT working???

Spiderman (Stark enhanced) has a synergy with Miles Morales that is supposed to give Miles 2 extra spider-sense charges at the start of a fight. When I put them on a team together and start a fight Miles is only starting with 5 though. His base start is 5, so with the synergy he should be starting with 7. Is there something I am missing/not understanding?
