    Because AW does not consider alliance rating.

    Their war rating is 0 (also a new ally). That's why you're matched up.

    Why isnt alliance rating considered in matchups?

    Because you can easily manipulate alliance rating by selling all of your 2, 3 and 4 stars to lower your rating.
