Weird interaction with Punisher in Trials

Not sure if this is a bug or I’m missing something but I kept stunning punisher and he wasn’t stunned even though there are 4 stacks of stun hfityhliq4n4.png

    I'm not sure I've ever seen more than two stacks of stun...and in those instances there were definitely timers involved.

    Were there timers in yours? They look like permanent debuffs, which clearly isn't right.

    Permanent, that’s why I’m interested to know if a mod would know if this was a bug
