Judgment issue against Emma Frost

After placing my 5th and final judgment (guilt) SP3 against Emma in the Uncollected protection path, 3.1, Ghost Rider's judgment of guilt:
1) never caused any degeneration
2) never kept a timer therefore none of my judgments ever reset, and I was never able to place another after that.
Is this working as intended? Or a bug?
