For two reasons:
1 - This is a game, not a movie. It doesn't follow the same rules and has the same laws as the MCU or Marvel Universe itself.
2- You aren't skilled enough to defeat those character's

Loki has utility in act 5 chapter 4, hulk can deal a good amount of damage if you can control his health; he was second best science champ until void and Cap IW came along

And Gladhulk, Luke cage post rework. Hulk is pretty well outshined in the science class at the moment. That said, it's a game, and it has power creep like most games do. Hulk is an old champ, so he's on the losing end of that creep.

Agree to disagree on this one. OG Hulk is great. I use him all the time. He was easily my MVP against Diablo.

The game cannot follow the logic of the movies, plain and simple. They need to even out the champs to make them all at least somewhat viable in fights.
