Web slinger with 19k base hero rating

Hey guys! I'm confused how can a player with a 19k base hero rating unlock the web-slinger title, is it even possible? If the player is cheating how can I report him? Thanks!

    Depends. He could have a few really good champs but have a super low rating because he sells. What champs does he have?

    He's currently using:
    4* Ronan 3/5
    4* Cyclops 2/5
    4* Rhino 2/5
    4* Loki 2/5

    There are some people in the world chat in-game that keep saying he's cheating so I checked his profile and came here to get some answers.

    he also has the ROL champs so yea hes probably cheating

    So rhino Ronan cyclops can only available in realm of legends. This means he did realm of legends too.
    I have heard of services of extremely skilled players doing realm of legends for a price. I think I don't have to state that it's cheating.
    Or maybe a skilled player opened a second account to help their alliance. That actually isn't cheating.
