Why Isn't Green Goblin's Maddness Regen Instant?

So, when GG's Maddness charges are more or equal to his Cunning charges, he has the ability to Regenerate 60% of Damage done to him. However, the way this comes about is odd. Whenever he's hit, it takes a few tics for that damage to actually regenerate, resulting in the regeneration being disproportionate. Also, sometimes I'm not able to regenerate all of that health since I gain a Cunning Charge or the Maddness Charge runs out. So why not make Green Goblin's regen instant so that we would be able to keep all of that precious health? I'm sure it'll give GG a little more utility.

    I found the solution: don't get hit
    I don't want to deal with more aggressive regeneration in AQ

    Expecting a player to never get hit is like expecting Kabam to never experience maintenance. It is eventually going to happen.

    Also, GG's Madness could be easy to go around if you have a character with great Dot and Heal Block. Or you can just wait for the Madness to expire.
