Champion selection

Are players allowed to choose champions of their liking or not ? If yes then why are we not able to choose champs of our choosing... my suggestions is not on a regular basis but sometimes on special events like the time on the calendar where we have the chance to open a 4 star champ (but some people never do)
Should be replaced with the chance to choose any champ you want ... the tier may vary from player level ...
