Is Nebula's regen bugged? It never triggers for me on offense anymore whereas in the past I would notice it if I were to ever mess up. Standard nodes etc. I've let champs beat the living tar out of me just to test it and it won't proc. If this is working as intended (RNG blah blah) then she needs a rework because it's a completely useless ability and its failure to trigger makes her signature even worse.
