Are banned players counted for legend run?

Tons of ppl got banned recently for cheating, and some of them may have done legend run with mod as well.
Will these banned players and their time scores be considered when legend titles are handed out next month?
Please tell me they are eliminated from the legend title competition, that's the only fair way. Can any moderator please confirm?
