Mordo in Variant Chapter2.3 bugged?

Think there's a bug with Mordo in Variant Chapter2.3. He become so passive/defensive even when in non power gain mode. I have run that path many times before, as there's a road block GG, that i need to find a way to clear. However yesterday, that Mordo was unusually passive even when in non power gain mode!
