Ghost does not shrug off Thrag's shock

I fought Thor Ragnarok in Variant 2.1. I phased before his sp3 & took no damage due to Hood synergy. But then I had a shock debuff. I phased again but the shock wasn't removed. Surely it should be removed? Thrag's ability description doesn't state that the damage is passive.

    The shocks reduce your ability accuracy per stack. You got unlucky.
