Rank Up 4* duped black widow or wait for a better skill?

I've need a decent skill champ for my team. Best I've got is a 4* duped black widow. I can put around 30 Sig levels into her if I want and max her our quick. Should I or wait for a better skill like blade, Gwenpool or Killmonger? If I got any of these 4 star I could awaken them too.
