Why cheaters complete Lol only be banned for 7days?

Hey guys,
I am Chinese, currently there are a growing number of players in China use tools to 100% complete LOL, while they only be banned for 7 days. Is it normal?

    The forums are not the place to discuss any actions taken on individual accounts, including in-game bans. Rumors aren't cool on the forums. Remember, just because someone says something, doesn't mean it's true.

    Our Teams investigate accounts and take appropriate actions on them. These teams don't share private information publicly. We don't share how we determine users are violating our Terms of Service, and we don't share information about bans on specific accounts. This kind of discussion can only end in "theoretical" territory, which really ends up just being rumor at the end of the day.
