Why cheaters complete Lol only be banned for 7days?

Hey guys,
I am Chinese, currently there are a growing number of players in China use tools to 100% complete LOL, while they only be banned for 7 days. Is it normal?

    The 7 day bans were for third party software users, not hackers.

    They used a 3rd party software to beat LOL got banned for 7 days and got to keep the rewards or did they lose the rewards? If they got to keep then they didnt get punished
