No. You need to plan out the fights you do with him. You gain 3-6 persistent charges on your first fight with him in a quest. Every time you enter a new fight, that number will decrease but you will obtain any passive fury buffs you converted from the previous fight. After the fight that your persistent charges have reached 0, you will have to restart and build his furies up again.
My guess is the fight before Ronan was your last persistent charge. So when you went up against him you were starting over again. Generally the idea with ST is to pick and choose the fights on your path to build him up, then have a really jacked up damage output for the final boss.
