Act 6 Completion offer

Does everyone receive the 5 STAR Rank up gem Crystal offer when they do the initial completion of 6.1? I am debating on if I should wait to complete to grind for the units.

Yes, it's upon your first completion, just like when the Event Quest offers pop up. If you're considering buying it, I'd wait to complete the final chapter until you have that many units (12000) available.
