Thor, Groot or Captain Marvel?

I'd like to ask for your advice about which champ I should upgrade.
I have 3 Level 4 cosmic developers and the following champs could be upgraded:

4* duped: Thor, Miss Marvel or Venom
5* not duped: Groot, Captain Marvel

Who do you think would be the best option?
