Is this normal?

5/30 of top 30 in arena are in an alliance... The rest have suspiciously similar names to each other. I understand that removing gifting might slow it down. But they aren't even trying to be covert about it anymore. Its hard to compete when a person can cheat and win every champ with no effort on multiple accounts as a bot will play when a normal person is working or sleeping giving an advantage that can't be countered. I hate to say it, but I feel like gifting it should probably be retired until a better system to detect those players is established.
