Delete alliances

Make a way that the leader if they choose to can delete the alliance as well they can dispute the treasury between remaining members. So many alliances get left behind with funds collecting dust.

    They can dispute the treasury without deleting the alliance... seriously though, people would just sell alliances for the treasury.
