Hulk Ragnarok's Face me! Not working?

in Bugs and Known Issues
I had just entered act 5 chapter 1 quest 3 and decided to use my 4 star Hulk Ragnarok as I wouldn't need to worry about the degen damage.But when I entered the fight,the FACE ME! Line didn't come,and he didn't heal at all(apart from 1 HP from salve).is this intended or a bug?

    What degeneration, really?
    It only works with passive damage over time effects. Some "degeneration" nodes on act 4,5 and 6 aren't considered debuffs or passive damage over time effects. They belong to another category where you aren't supposed to counter them, apart from the playstyle you need to use on those fights

    Nodes like degen or bane Do not trigger face me! Even as passive.
    Its for Limbo, starburst n stuff

    So....even in the latest update( the save the battlerealm) his face me will still not occur?
