PHC Drop Rate Changes?

Does anyone know when the improvements to the PHC drop rates went live? And if they were announced?

    2% up to 3% for a 4* in PHCs. I think it went live around the time the FGMC went up in drop rates too.

    Increase of 4* drop rate from 2 to 3% and an increase of 3* drop rate from 14% to 20%.
