Is nebula good? (not a flex post)

I just pulled her as a 6 star. (My current 6 stars are Cap ww2, Hawkeye and Void) She seems to be rarely used, but is she any good or has my bad luck struck again?

She is pretty good imo I like to build up 20 shock charges then parry and place all 20 on them then use l2 and double it to 40 shock debuffs destroys enemies quickly try it out. 😁
