I have no Avengers at rank 1, but I have Avengers at higher ranks waiting to be taken up. Although I was lucky enough to win 4* Cap, he was a dupe.
As I expect to win only limited resources over the month, I am holding back on promotions unless and until I am able to promote at the lower tier.
This means that this promo is quite likely to hold back, rather than advance my Avengers' progress.
