Not enough four star shards?

Kabam has wanted to make 4 stars more "accessable", however this does not seem to be the case. Are they meaning that they will give out more 4 star shards, or make the places you get them easier, because neither seem to be the case were things are going. Correct me, but it just doesnt seem different to me.
