    Scarlet Witch(Duped)
    If I was a beginning player (which I'm assuming considering the question), I would talk all of them to rank 3 without hesitation. Most of them are worth Rank 4 and even 5 once you get the resources.

    That being said, Scarlet Witch is an absolute beast even for late-game players. You'll get a ton of mileage out of her.
