Doc Ock bugged?

in Bugs and Known Issues
I wanted to check out his breakthroughs while fighting him in quests and they're not being replaced by his signature ability. Physics and Biology breakthroughs are just his normal unduped abilities and his Chemistry breakthrough isn't functioning at all. Anyone else seeing the same?
