Where are the Realm Of Legends Health Potions?

Greetings. I was in Realm Of Legends a few minutes ago trying to farm health Potions and I noticed that I didn't get a single Level 3 health Potion after fighting Winter Soldier & Captain Marvel, which I supposed to be guaranteed. What is going on? @Kabam Miike

    They are not guaranteed, it's just a chance to drop

    I tried three different times. Before I'd fight Winter Soldier over & over and get a Potion each time.

    Take out the juggernaut too. He almost always drops a level 3 team potion
