She hulk interaction with fate seal

I am not sure if this is a bug or not so didn't post it in the bug section
I brought she hulk into aq against hype as his constant specials help manage her fury stacks really easily and I figured that since she gains passive fury,she wouldn't be effected by the fate seal but during the time the fate seal was active,she didn't gain any fury which seems strange to me(it could be down to RNG as well).here is the screenshot of her abilities
Has someone else faced this issue of her gaining no fury under fate seal or was this a case of bad RNG for me??
