    Hi, I think I can answer this one.

    Madness and Cunning charges are not buffs, they are just displaying the meter for his passive. It's similar to Guillotine soul charges or Yellow Jacket bio sting. I don't believe you can remove them in any way either.

    So, my guess is working as intended.
