Dormamu help

So I’m using dormamu for map 7 all or nothing, 200% power rate magneto and I’m having trouble power burning with his L2. I’m building up to imbued (green buff) and launching L2. First hit power locks and the last two just hit for damage while my imbued affect stays. What am I missing?
