RLOL 4.3 iron patriot power gain bug

So iron patriot with the all or nothing node I believe has a power gain bug is anyone else experiencing this? I know about spite node and it is not that. Every time I get him to his arc overload he gains his regen and armor but also his power meter shoots up to 3 bars and then he uses his 3rd special.

We were just standing there both blocking and I had no buffs currently and he was gaining power. Someone help cause I can't beat him!
