Stagger bugged

The stagger effect for juggernault reads that the enemy will not gain their next beneficial effect. However if the enemy triggers more than one beneficial effects at the same time it prevents them triggering all together rather than just one. Is that a bug? For example my black widow was staggered and i then used special 1. However she gained neither cruelty nor precision, instead of not gaining just one of the two.
