Capiw S1 not reducing ability accuracy?

Fought Cable in AW with Capiw on a Masochism, recovery, indomitable node (far left path, node 26.) Fired cap’s S1 to finish and not only did masochism trigger but also a degen on each hit. His description reads 100% ability accuracy reduction on S1 and in the last there’s been no issue with it triggering degen or masochism. Is there a bug on his S1?
