Question about Quakes sig ability

So I only have Quake as a 3/30 4* at sig 60. I hear mostly that her sig isn't important etc and I generally agree with the damage reflection aspect of it. What I'm curious about is the wording and how exactly it functions. Her sig says "Quake blocks an additional 27.61% damage and reflects it back" so is that essentially a 27.61% increase to her block proficiency which is then reflected back or does it not actually reduce incoming block damage and just sends back a small portion of block damage taken? As always thanks in advance for any helpful input.

I think it decreases block damage, but if you play quake right it will pretty much never mean anything
