5 star at level 1?

Hello, I was looking through Ebay for accounts on sale (just to clarify I had no intention of buying accounts, I just like looking through peoples rosters and their champions) and saw some accounts for sale with 5 stars, while the accounts were level 1. Were these photoshopped or hacked? Lol I dont get it

    I mean you can ask the people with the accounts
