Questing help - 5 or 4 stars before uncollected

I am 75% done with act 4, will make a major push for uncollected at end of month. Are 5 stars rank 3 champs still considered better than maxed out dupe 4 stars with low signatures? Example: 5 star rank 3 unduped medusa vs a 4 star capiw duped with around 50 sigs.. thanks for any suggestions
