Blade's regen with heal block

So i found out the other day that if Blade gets heal blocked, whether it be by node or by ability, he still burns all his power. As a person who likes to hold block, this is extremely aggravating. Can we get a confirmation that this is a bug? Or is it how its supposed to work?

    It is not a bug, is how hisability is supposed to work.
    You are still trying to heal, you're just heal blockedand you won't get anything
