Why do the green evades stall after dashing back

Using stark i evaded psylocks sp2 face blast -- i swipped back but it registered as a green evade, afterward i swipe to dash in but stark stalls and then dashes and results in me getting ko

I notice this happens often with the green evades but sometimes it doesnt.
Is there a reason that stark and other champs that have auto evade mechanics will randomly not dash in at a constant speed?

    Always bothered me too. Besides evade champs just all around throwing off the rhythm of the fight, this hesitation when trying to punish specials drives me nuts. I don’t Frequently use Stark Spidey since I’ve never been lucky enough to get him as a five star but, every time I’ve tried to use my 4 star in AQ, that evade hesitation gets me on sentinel sp1. Drives me nuts
