Phoenix incinerate not doing damage over time to Hulkbuster on 6.2.1

As per title - this is a bug unless I'm missing something. Took in phoenix against hulkbuster. Only nodes are (1) life cycle; (2) stun immunity; (3) defensive; (4) Explosive personality. None of them affect debuffs like incinerates.
The incinerate debuffs are stacking, they just aren't ticking for damage over time.
