Electro's Static Shock to shock debuffs

Currently:
When Attacked: Opponents that make contact with you receive a Static Shock for 38% of the damage they inflicted as Energy Damage. This damage is Science based, dealing increased damage to Mystic Champions and reduced damage to Skill Champions.
My suggestion:
When Attacked: Opponents that make contact with you receive a shock debuff dealing 38% of the damage they inflicted over X seconds. This damage is Science based, dealing increased damage to Mystic Champions and reduced damage to Skill Champions.
With this change many more skill champions will be able to counter Electro, including Electro as I think it should be in order to be more loyal to the character.
